The rule (normally) is that you need all 8 Gym badges for Pokemon to obey you at any level. Because there are not 8, but 16 badges in SoulSilver, how many badges will I need in this case? 8 or 16?

I HAVE done this before, but i hadn't played in a while so i thought i would play again. I've beaten 7 Gym leaders but im lost on what to do now. Please help?
