So i have all the badges and caught lugia so then i went to professor oak and he said go to the indigo plateau but i dont know how to get there can someone tell me how to get to the indigo plateau or whatever i have to do next.

The rule (normally) is that you need all 8 Gym badges for Pokemon to obey you at any level. Because there are not 8, but 16 badges in SoulSilver, how many badges will I need in this case? 8 or 16?
